Often conference papers are published in peer-reviewed journals, and these are outside the scope of PaRC because they are adequately indexed by search engines such as Google Scholar and then remain copyright to the presenters. However, many conference papers are not otherwise published and PaRC is keen to make the work that authors have invested in their presentations available for a wider audience in perpetuity.
